To be specific, different from previous research in which uncertainty of the objective system was regarded to be added as a part of the output, in this work, from the perspective of dilation, the existence of uncertainty is considered as an additional operator inserted into the target plant. As a result, a new robust condition, namely, a time-varying Bezout Identity is obtained.
