The semi-definiteness of the Hessian matrix of the energy function of the power system as proposed in the existing research is used as the steady-state stability condition. A rank-1 method is used in updating voltage angles to adjust from unstable equilibrium point from ED result to stable equilibrium point. The method requires no modification to existing ED algorithm and minimizes deviation from the original cost-optimal equilibrium point.
