The objective of transmission network expansion planning in to determine the location and the number of transmission liner to be expanded. It may be expressed at one of combinatorial optimization problems.  In this paper, a modified discrete EPSO is proposed to determine the optimal solution in a way that the number of agents  changes with the number of iterations.
