要約(英語): After working at the Miyoshi Electric Factory as an electrical engineer, Tokichi Saiga established the Saiga Denki Shokai,supported the commercialization of a lot of local lamp companies and railway companies and participated in the management at the end of the Meiji era. Since he emphasized the public interest of the business, he is considered to be the pioneer of current regional new　power companies. However the company got stuck in funding and went bankrupt in a short period of time. The purpose of this paper is to comprehensively investigate these business activities and consider issues and lessons for business sustainability.
