In this paper, the arc was analyzed with the hypothesis that the re-strike phenomenon occurs when the non-equilibrium of the arc becomes remarkable. Specifically, the momentum conservation equations were divided into electrons and heavy particles. As a result, the electron velocity increased where the potential gradient was large.
