要約(日本語): 迫り来る気候変動を受け、政府はカーボンニュートラル実現に向け野心的な目標を掲げた。エネルギー基本計画には、電力安定供給のあり方や、需要家の電力資源の積極的な活用についても検討を始めている。本稿では、需給調整市場やFIP制度への移行など矢継ぎ早に実施される制度設計について解説する。また、これらの制度を先んじて導入した欧米諸国の動向と戦略について、エネルギーサービスの国際標準化論議も交えて紹介する。

要約(英語): In response to the looming climate change, the government has set ambitious goals for carbon　neutrality. The Basic Energy Plan has also begun to examine the stable supply of　electricity and the active utilization of power resources of consumers. In this paper, we will explain the system design that will be implemented in rapid succession, such as the supply and demand adjustment market and the transition to the FIP system. In addition, we will introduce the trends and strategies of US and European countries that introduced these systems in advance, including discussions on the international standardization of energy services.
