要約(日本語): IEC 61850-90-2では，電気所構内で通信異常が発生した場合のテレコン子局の応動について十分に考慮されていないため，当該事象発生時に，テレコン子局が親局に送信する監視情報に付与するタイムスタンプの値に問題が生じうる可能性がある。本発表では，テレコン子局とベイレベルIED間における通信断を考慮した監視情報向けタイムスタンプの付与方法を提案する。

要約(英語): IEC 61850-90-2 does not sufficiently take into consideration the response of Proxy/Gateway in the event of a communication failure in substation. This may cause problems with the timestamp value assigned to the monitoring information sent by Proxy/Gateway to a client at a control center. In this paper, the authors propose a method for assigning a timestamp to monitoring information in IEC 61850-based Proxy/Gateway that takes into account communication failures between Proxy/Gateway and bay-level IEDs.
