The biggest challenges are the financial losses incurred by distribution companies due to below-cost agricultural tariffs and the waste of energy and groundwater resources due to over-utilisation of power. This paper provides an overview of the socio-political context and describes recent pilot programs using roof-top solar power to solve the problem.
