要約(日本語): 国際規格IEC 61850準拠のIEDが国内でも変電所等に導入されつつある。将来的には，遠方監視制御装置にも同標準が適用されることが見込まれる。一方，適用にあたっては，国内の要件を充足しない部分がある，複数の適用方法が存在する場合がある等の課題がある。そこで，国内の要件を充足しつつ，IEC 61850の共通利用を目指した遠方監視制御装置向け機能仕様を作成した。本発表では，同仕様の概説を行う。

要約(英語): Installation of IEC 61850-based IEDs to substations is gradually increasing in Japan. IEC 61850 is also expected to be applied to telecontrol systems even though the current systems employ traditional communication technologies such as CDT. In the case of this application, the current version of IEC 61850 could not meet requirements of Japanese grid operators. To solve the issues, the authors have developed IEC 61850-based functional specifications for telecontrol systems that satisfy requirements and aim for a common use of IEC 61850 in multiple Japanese grid operators. This paper presents an overview of the functional specifications for telecontrol systems.
