要約(英語): This report provides an overview of the system and reality of retail electricity tariffs, in which market prices and regulated tariffs coexist, and summarizes the current situation and issues. For example, with regard to market prices, transitional regulatory tariffs, standard tariffs, and last resort tariffs, we will confirm changes in levels and discuss their consistency. Based primarily on traditional theories of regulated rates, we discuss several issues related to cost performance, volatility, consumer understanding and risk response.
