要約(英語): To integrate DERs into the wholesale electricity market system, the US energy regulator issued Order 2222. It is expected that integrating DERs would help to reduce uncertainty in load forecasts and reduce the risk of over procurement of resources in the electricity system. In order to avoid transaction costs, small DERSs are organized into the market by aggregators. However, certain restrictions are imposed on the aggregation businesses due to congestion management by available communication and information system. In addition, since small DERs, that is behind the meter resources, were paid for and developed by electricity retailers, it is important to debate whether DERs should continue to be treated as a resource of the retail business or of the wholesale electricity market.
