要約(英語): While a number of measures have been implemented to reform Japan's electric power system, the costs required by the policy have not necessarily been borne directly by the public. In the name of reducing the burden on the public, some of the costs are shifted to the individual players, and the players have accepted these costs to the point of exhaustion. As reference case studies, this report discusses the history and actual conditions of several measures, including the "Non-Fossil Value Certificate," and the need for a change in mindset in policy making.
