要約(英語): As the introduction of variable renewable energy (VRE), particularly PV, increases, output curtailment of VRE is increasingly being triggered to balance supply and demand when there is expected to be a surplus of electricity generation relative to demand. In order to reduce this output curtailment, some have suggested that the offer bidding rules on the wholesale power market, which currently have a minimum price of 0.01 yen/kWh, should be revised to allow bidding at a negative price. This paper discusses the appropriateness of this rule change.
