要約(英語)：The Fukushima nuclear disaster cannot be attributed to human factors alone. However, the National Diet of Japan's Nuclear Accident Independent Investigation Commission concluded that the Fukushima nuclear accident was caused by human factors. This paper presents a completely different conclusion from that of the National Diet of Japan's Nuclear Accident Independent Investigation Commission. This paper presents the hypothesis that the Fukushima nuclear disaster was caused by a tsunami that accompanied an unprecedented earthquake, which led to multiple equipment failures, and that the actions of TEPCO employees may have led to a cold shutdown.
