The Seismic Isolation Building, established in the wake of the Niigata Chuetsu-Oki earthquake, was equipped with high seismic resistance and advanced ventilation systems, yet hydrogen explosions caused door distortions that allowed the infiltration of contaminated air, resulting in internal exposure. In the Central Control Room, the total loss of power led to the failure of most instrumentation and communication systems, forcing reliance on oral transmission of information. Moreover, the collapse of basic living conditions—such as an unsanitary environment due to the loss of water supply for toilets, dependence on limited emergency food supplies, and severe shortage of sleeping space—gravely undermined the dignity, health, and morale of the staff. These problems emerged from the combined effects of “technological vulnerabilities” and “deficiencies in human infrastructure.” For future nuclear disaster response, it is essential to strengthen radiation protection facilities, ensure redundancy in communication systems, improve sanitary, nutritional, and rest areas, and incorporate gender-sensitive considerations. Ultimately, disaster preparedness must be grounded in policies that prioritize the preservation of human dignity.
