要約(英語)：At the time of the Great East Japan Earthquake, Yoshida, the plant manager of the Fukushima Daiichi Nuclear Power Station, encountered severe seismic tremors while in the administrative building. He adhered uncompromisingly to the principle of prioritizing human life and ordered evacuation to the seismic isolation building. In accordance with his directives, on-site personnel acted in coordination: although 2,400 workers were engaged in operations within the controlled area, the emergency opening of exit gates enabled swift evacuation and thereby preserved numerous lives. Prior to the arrival of the tsunami, Units 1–3 had successfully undergone reactor scram operations, ensuring a provisional level of safety; however, critical operational details—such as the intermittent functioning of the isolation condenser (IC)—were not conveyed to Yoshida, becoming obscured within the overwhelming influx of information. The absence of Vice President Muto, Yoshida’s superior and an essential advisor, may also have exacerbated this limitation.
