要約(日本語): This paper investigates the performance of the electricity market by simulating the Cournot equilibrium outcome. By applying the simulation methodology outlined by Borenstein and Bushnell (1999) and partial equilibrium analysis, we quantified the economic impacts of several policy options meant to mitigate the generators' incentive to raise their prices. We found that this incentive is effectively limited by increasing demand response, the use of mandatory long-term contract for native load customers. Moreover, we found that mandatory long-term contract yield a more robust results with respect to wholesale price restraints as compared to the divestiture of generation assets.
