要約(日本語): Nowadays，present living life is consisted that it is very convenient to retrieve the general information and also the special information of technical papers by accessing the web．In IEEJ (the Institute of Electrical Engineers of Japan) , published papers can be easily accessed at the homepage http://www.iee.or.jp/ through the J-Stage．It is important to grasp how to submit, evaluate and publish the technical paper on the IEEJ periodical documents. This paper describes review results of submitted papers through the experience of IEEJ in Japanese or in English and IEEE (the Institute of Electrical and Electronics Engineers, Inc.) papers for high voltage surge arresters in 1975－2010 and their effects.
