要約(日本語): In power systems with the penetration of renewable energy sources such as photovoltaics or wind turbines, it becomes an important issue to keep supply and demand balance with proper frequency due to the uncertain output fluctuation. For properly managing the balancing issue, various countermeasures should be tested and compared each other. Recently, the balancing markets in terms of both capacity and energy have been introduced in many countries for obtaining balancing power with economic rationality. Each auction bidding mechanism has different advantage and disadvantage, and authors have analyzed the difference by using multi-agent simulation in which the bidding strategy of each player was determined by Q-learning. In addition, in Japan, IEEJ recently developed a new simulation model for frequency regulation, AGC30, which can work on MATLAB/Simulink. Based on the detailed block diagrams of generating plants, it is possible to simulate the supply and demand balance control considering both economic dispatching control and load frequency control. In this paper, with the purpose of analysis of the dynamic behavior of balancing market with frequency control mechanisms, we developed a new simulation model which can treat both market simulation and existent operation for frequency regulation. The multi-agent simulation that was developed as above was combined with the AGC30 model. Particularly, the renewable energy sources were also treated as market participants supposing they could contribute to frequency control by their output controllability.
