In this paper, the arc voltage for re-strike is calculated with the lateral gas flow under consideration of LTE and non-LTE using the three-dimensional electromagnetic thermal fluid simulation. As a result, the arc voltage for re-strike of non-local thermal equilibrium model is smaller than that of local thermal equilibrium model. This is because the electron temperature remains.
