要約(日本語): 企業などの組織が不祥事を引き起こす場合、様々な原因が考えられるが、本稿では命令系統の機能不全に焦点を合わせて考察する。ほとんどの場合、企業ぐるみというより或る部局がルールを逸脱し暴走することで事件を招くことになるが、遵守すべき規則の無視や違反のほか通達の不徹底に起因すると考えられる。最近のいくつかの事例をもとに組織の不祥事をこの観点で考察してみることにする。

要約(英語): We can imagine various causes by which an organisation such as a company causes a scandalous affair, but we focus in this study on the dysfunction of its command system. In most cases a certain department of a organisation, rather than the whole company, causes serious trouble, being out of control. We can impute it to miscommunication as well as neglect of some rules.
