要約(日本語): 2012年，再生可能エネルギーの普及促進を目的として，固定価格買取制度(FIT)が施行された。しかし，その買取費用による社会コストの増大が懸念されている。一方，風力発電を始めとした発電出力に大きな不確実性を持つ発電設備が，電力系統に対して大量導入されると，電力系統の運用に大きな影響を与える。そこで本検討では，風力発電の大量導入時における問題を回避するため，風力発電事業者を想定した新たな売電制度の提案を行う。

要約(英語): Recently, the increase in social cost by Feed-in Tariff is pointed out. In addition, it is indicated that wind power generation has negative impacts on the operation of power system. In this paper, a new institution is proposed to overcome these problems in consideration of uncertainty of output.
