要約(日本語): 本技術報告書では，鉄道事業にまつわる様々な省エネルギー・新エネルギー技術の現状について調査し，その効果をできるだけ定量的にまとめている。とかく「車両」，「運転」，「電力」などの系統別に分かれて議論されがちな鉄道電気に関わる技術分野について，その系統の壁を越えて，各分野の技術者・研究者が一堂に会して活動を行うことを，一つの特長として，3年間，活動を行ってきた。委員会は，各分野の技術者・研究者が集っていることに加えて，多くの鉄道事業者の関係者が名を連ねていることも，大きな特徴であった。このため，委員会では各社の取組みについての具体的な報告を議論することができ，本技術報告書でも，他にはない，実フィールドでのデータを多く集積することができ，貴重なデータ集としての価値も高いものが出来上がったと自負している。 本技術報告書では，第2章から第5章まで，「地上設備」，「車両」，「運転手法」，「駅設備」に分けて，それぞれの最近の技術動向について整理している。また，第6章では，鉄道システム全体を俯瞰しての省エネルギーソリューションとして，メーカー各社から提案されているものを中心に，最近の提案をまとめた。上記を踏まえたうえで，第7章では，各種省エネルギー施策のポテンシャルを，賦存量として概算することを試みた。

要約(英語): In this report, evaluation of energy-saving and alternative energy technologies are investigated in an electric railway. One of the features in this technical investigation committee is consisted of railway operators, engineers, and researchers, related to power supplying equipment, rolling stock, driving operation. It has been discussing them for three years. This report summarizes energy saving technologies of power supply equipment, rolling stock, driving operation and station facilities. In addition, this report describes energy saving technologies and these are related to the whole railway systems. This report also introduces potential reduction resources, which is expected to be utilized as a saving energy. To estimate this potential, energy consumption is analyzed in detail from a variety of perspectives.
