要約(日本語): 近年，都市内鉄道の整備は，都市部への人口集中に伴う輸送需要の増大を背景として，新興国を中心に行われている。新設される都市内鉄道の多くは，既存の都市間鉄道とは独立したシステムであり，無線式列車制御システムによる高密度運転および自動運転を実現するなどの特徴を有している。 また，都市内鉄道は，線からメッシュへ，都市内輸送から都市圏輸送への発展性を有する。我が国においても，都市間鉄道同士または都市間鉄道と都市内鉄道が様々な駅で乗換接続または相互直通運転することにより，都市圏の輸送ネットワークを構築し，東京圏（東京駅50km圏）での交通分担率60%を占める不可欠な交通インフラとなっている。 都市内鉄道の分野においては，これまで，各国独自の技術が発展してきたが，都市内鉄道の大規模な海外展開が東南アジアを中心に世界各国で展望される今日においては，都市圏輸送という視点での日本の経験を強みとするとともに，各国・各地域に最適なシステムの提案が求められる。 このような情勢に鑑み，内外の都市内電気鉄道の信号通信にかかわる技術的相違を整理し，体系化するとともに，その由来や技術条件を明らかにする。あわせて，それら相違の特徴を整理する中で，現在の各国都市内鉄道技術の信号通信技術を，総体的に整理することは，我が国のみならず，世界の都市内鉄道技術の信号通信技術の発展に大きく貢献すると確信する。

要約(英語): The Technical Committee is to research technical features of urban transport systems, especially train control systems based on radio technology and systematize them, as well as to research their background and technological conditions. In addition to that effort, this technical Committee will strive to acquire comprehensive knowledge concerning technological differences of train control systems in modern urban transport systems across the world. An overview of train control technology for urban train transit systems will become systematized and consequently the differences between the systems will be clarified. It will serve as effective guidelines for many railway operators which have been considering the introduction of train control systems using radio communication technology.
