要約(日本語)：導入が拡大している太陽光発電をはじめとする再生可能エネルギーは分散型電源として配電系統に広く分散して大量に連系されるため，逆潮流，電圧変動などの問題が生じている。また，再生可能エネルギーの出力の不確実性や，事故の影響を受けやすいインバータ連系の増加により，配電系統の事故現象の複雑化が進み，配電線の保護はより難しくなっている。 　一方，高度情報化社会において電力品質の重要度は高まり，これに応えるために，保護リレーシステムの責務もこれまで以上に重要になると想定される。このような背景から，系統利用者と直接接続する配電線ならびに配電用変電所保護リレーシステムの重要性は，ますます高まりつつある。 　他方で，全国的にみると，高圧配電系統における地絡事故検出感度の考え方やその確認試験方法等，それぞれに違いがあるのに加えて，上述の逆潮流や電圧変動への電力品質対策等も主回路設備の実態に合わせて個別に対応をしているが，こうした対応の実態をまとめた書籍は少ないのが実態である。 　そこで保護リレーシステム技術委員会では，いままで取りまとめられたことのなかった配電用変電所保護リレーシステムについて，様々な観点から保護・制御機能の実態調査を行い，現状を整理し，今後ますます重要性が高まる配電用変電所保護リレーシステムの展望をまとめた。

In addition, the increasing number of renewable energy sources with uncertain output and inverters that are susceptible to accidents are complicating fault phenomena in distribution systems, making it more difficult to protect distribution lines. Also, in an advanced information society, the importance of power quality is increasing. Therefore, it is assumed that the responsibility of the protection relay system will also become more important than ever. Therefore, the importance of distribution lines and distribution substation protection relay systems that are directly connected to system users is increasing. On the other hand, when viewed nationwide, there are differences in the concept of detection sensitivity for ground faults in power distribution systems and how to confirm it. In addition, the power quality measures against reverse power flow and voltage fluctuations mentioned above are individually handled according to the actual situation of the main circuit equipment, but the reality is that there are few books that summarize these measures. Therefore, the Protection Relay System Technical Committee conducted a survey on distribution substation protection relay systems, which had not been compiled before, from various perspectives, and summarized the outlook for distribution substation protection relay systems.
