要約(日本語): 今日本におけるスマート電力メーターは，電力自由化に伴う多様な契約メニューへの対応，需要家のエネルギー情報把握および新サービス創出等を目的に，2014 年に導入が開始され，2024年度中までに全需要家への設置が完了する予定である。 現行のスマートメーターの導入開始から10 年以上が経過し，この間に太陽光発電を中心に変動性再生可能エネルギー電源の増大，電気事業制度の変化，各種市場の創設，需要家エネルギーリソースの導入拡大，地震や激甚化の様相を呈する台風・集中豪雨による長期停電の発生に伴うレジリエンス確保のニーズの高まり等，電気事業を巡る情勢は大きく変化している。これを踏まえ，2022 年に次世代スマートメーターの全国統一仕様が策定され，2025 年度より新仕様の電力メーターが順次導入されることとなっている。電力メーターの活用の幅は，当初予定した内容から大きく広がってきており，今日的な活用にとどまらず，将来の可能性も含めた総合的調査が待望されている。以上の背景の下，2023 年1 月に本調査専門委員会が電力系統技術委員会傘下に設置され，2 年間を活動期間として，スマート電力メーター活用の動向と展望について調査を行うこととなった。本書は，電力メーターの変遷ならびに現行スマートメーターデータの活用状況や海外での活用事例をレビューするとともに，次世代の仕様に基づく将来の応用を想定した国内外の研究事例などを広く調査し、その成果をとりまとめたものである。

要約(英語): In Japan, smart electricity meters were introduced in 2014 to accommodate various contract options associated with the liberalization of the electricity market, to grasp energy information of consumers, and to create new services. The installation of smart electricity meters at all consumers is scheduled to be completed by the end of fiscal year 2024. More than 10 years have passed since the current smart meters were introduced, and the situation surrounding the electricity industry has changed significantly during this time, including an increase in variable renewable energy sources, especially solar power generation, changes in the electricity business system, the creation of various markets, the expansion of consumer energy resources, and the growing need to ensure resilience due to the occurrence of long-term power outages caused by earthquakes and typhoons and torrential rains that are becoming more severe. In light of this, nationwide unified specifications for next-generation smart meters was formulated in 2022, and electricity meters with the new specifications will be introduced sequentially from fiscal year 2025. The scope of use of electricity meters has expanded significantly from what was originally planned, and a comprehensive survey that includes not only current uses but also future possibilities is eagerly awaited. With this as background, the Research Committee was established in January 2023 under the Technical Committee of Power Engineering to investigate the trends and prospects for the use of smart electricity meters over a two-year period. This book reviews the evolution of electricity meters, the current status of use of smart meter data, and examples of use overseas, and also summarizes the results of a wide range of research conducted both in Japan and overseas that envisions future applications based on next-generation specifications.
