要約(日本語): インフラ設備を対象とした環境影響評価として考慮すべき項目や評価事例を示し、日本電機工業会の委員会で策定した設計者向けのLCAガイドラインJEM-TR 243の概要を課題を示した。評価動向ではLCAが多いが、長期的には費用便益分析や内部コスト評価など評価対象が多様化していくことが想定される。加えて海外ではISOに沿う評価や多様な影響領域を含む評価が求められる傾向が認められる。

要約(英語): Many utilities have a needs of disclose the environmental and social impacts information from the point of social responsibility. As life cycle assessment (LCA) is the major calculation method of environmental impacts for infrastructures, the working group of the Japan Electrical Manufacturers’ Association (JEMA) issued the LCA guideline “JEM-TR 243”.In this paper, authors clarified the summary of the environmental and social impacts for infrastructures based on the needs categorized by ISO/TS 37151 and discuss the feature and the problem of JEM-TR 243.From the discussion results, it was suggested that the main issue of the environmental impact assessments for infrastructures is construction the calculation framework in electric industries for the request of multi-criteria impact assessment and cost-benefit analysis.
