In this paper, first we consider the electric vehicle not only the mobility but also distributed mobile batteries. Next based on the hypothesis of spreading electric vehicle, we discuss the influences of the power system, personal life, and the necessary information and controlling technology of the stable operation for the power system, especially distribution network.
