要約(日本語): Efficiency of fuel usage is significantly increased by using Tranformer's Thermo-Electro Central facility, which can be applied to the existing central heating system of Russian cities. The fuel reduction is obtained by increase of electrical power generation and reduction of heat loss. Estimation shows that about 560 Mtons per year can be reduced in Russian cities, which may contribute reduction of CO2 emission of Japan assinged by the Kyoto Protocol if a cooperation between Russia and Japan can be realized.
