要約(日本語): To study many fields of power system engineering e.g. power system reliability, stability and etc, base-case condition of the considering system has to be known. In the past before deregulation, conditions of the system frequently have certain pattern. Therefore, base-case of each system may be fixed and the power system studies can be conducted based on that fixed base-case. However, because of an introduction of the deregulation, many roles are forced to change. Also the base-case which is basically used in the power system studies, it contains much uncertainty. For these reasons, conventional methods based on deterministic concepts can hardly apply. Probabilistic approach is an alternative choice.This paper proposes a method to generate the base-case for use in the deregulated power system . It uses the probabilistic concepts to model characteristics of market participants both in pool-market model and bilateral contract model.
