要約(日本語): Although the deregulation has resulted in many variations in the power industry, it is now generally agreed that transmission system should be controlled or regulated by independent organization or regulation because it affects all participants. Under the deregulated environment, the transmission system plays a critical role in providing access to all participants to deliver or consume the electric power. It is desirable that the transmission system would bring about competitive bidders from far away to load point and eliminate market where dominant generator can exercise market power due to the transmission capacity constraint. The purpose of transmission expansion planning under the deregulated environment should be different from that in the traditional power industry. Therefore, new approaches and criteria are needed. A good transmission expansion planning must include various uncertainties such as generation investment, load growth and failure in generation and/or transmission facility. Besides, a good transmission expansion planning must encourage competition among all participants and provide nondiscriminatory access to cheap generation for all consumers. In this paper, the authors propose a method to solve transmission expansion problem in the deregulated power system. In the proposed scheme, a social welfare and reliability are taken into account. Two expansion cases: enhancing capacity of the existing transmission line and investment in the new transmission line are investigated using the modified IEEJ West 10-machine system.
