要約(日本語): In recent years, the introduction of renewable energy into power systems has been increasing in Japan. If renewable energy sources are foreseen to cause excessive power generation in the entire power system, the output of the renewable power source is curtailed as a last resort to maintain the integrity of the power system. Two types of control methods for renewable energy power sources are currently being applied in Japan: the online method, which can control every 30 minutes automatically, and the offline method based on human operations, which cannot be finely controlled. Then, the amount of curtailed power has to be allocated fairly among renewable energy providers that have different control methods. In a previous research, a method to solve the optimal allocation problem of curtailed power as a linear programming one was proposed, and the definition of fairness and the necessary conditions for fairness were clarified. However, the development of fundamental calculation methods was focused on and Wind Farm (WF) output curtailment in a single region under the same wind speed changes was considered. In this paper, in order to conduct a more detailed study, a general necessary and sufficient condition for maintaining fairness among WFs located in different regions is derived. The validity has been checked by numerical calculation of a simplified power system model. As a result, it became clear that fairness was hard to be achieved if the wind speed was extremely uneven among regions.
