Motoji Shibusawa, who joined the Ministry of Communications in 1906, recognized its importance and formed its foundation through the completion inspection in Komahashi Hydroelectric Power Station. _x000D_ Coordinating with related laws and regulations and enhanced communication between manufacturers and operators through completion inspections contributed to the development of the completion inspection and the improvement of the quality of electric facilities._x000D_ This paper traces the formation and development process of completion inspection and contributes to sustainable quality improvement._x000D_
