要約(英語): Even before the war, the engineers who led Japanese electric utility industry recognized Japan as a nation with little resources and insisted on the need to develop various renewable energy sources to overcome the resource risks. The development of renewable energy sources was seemed to be developed from the military, which viewed oil and coal as national defense resources, to the private sector. This paper examines the transition in the recognition of resource risks and the development trends and issues of various renewable energies, following the lead of Europe and the U.S., and contributes to the lessons learned for the diffusion of renewable energy sources in the current resource and climate risks.
