要約(日本語): 雷放電・落雷に強い社会を構築する要求が高まり，雷害リスクマネージメントという概念が提唱されるようになった。本調査専門委員会では，国外の文献を調査し，リスクマネージメントについてのより深い理解を模索することとした。そこで本報告書は，本委員会が行ってきた調査を中心にまとめ，雷害リスクマネージメントへの指針を与えることを目的としている。 　雷害リスクマネージメントとは，単に雷性状を解明したり，当該機器の耐雷法を研究したりすることに留まらず，最終的には近年のますます複雑化，多様化する社会システムが，落雷等の雷放電活動により一時たりとも中断することのないよう，システムとして堅固なものにすることである。そして，雷放電活動発生の予知から避雷・防雷の対策に至るまで，関連各機関が取組み，要素技術として大きな成果をあげていることは事実である。 本報告では，インフラを含めて社会システムが，たとえ少々の故障、破壊があろうとも，システム全体として機能することを雷害リスクマネージメントとらえ，落雷や雷放電により，社会システムが中断されることのない対策について調査した。リスクマネージメントは，欧米が我が国よりも先進的であることから，彼らの提唱する基準について精査し，併せて国内での取り組みを紹介する。

要約(英語): A concept for risk management for lightning hazard has become profound, due to the growing demand for creating a robust social system to the occurrence of lightning discharge and lightning stroke. The research committee seeks to have a profound understanding of risk management for lightning hazard with investigating both domestic and international literatures. This report focuses on giving guiding principle of risk management in lightning hazard based on the surveillance. It is well known that the many institutes and organizations are working at from the prediction of lightning activity to lightning protection and lightning defense, and they achieve significant result in establishing the element technology. This report especially investigated the counter measurement technology form the view point of that the risk management for lightning hazard is to work the total system continuously. That is, the risk management guarantees no interruption of operation in total social system, due to lightning discharge and lightning stroke, even if there are some disavailability and destructive failures in social system including infrastructure. The committee precisely investigates the risk management standard in Europe and the united states, because they are ahead to Japan in risk management. In addition, the report also introduces the domestic risk management activities
