要約(日本語): 上下水道施設は，重要なライフラインで市民生活を運営する上では，欠くことのできないものである。上水道では，浄水場の安定稼動，給水所の安定給水が必須であり，下水道では，処理場，ポンプ場の安定稼動が必須である。安定稼動を実現するためには，信頼性の高い電気，機械設備の機器本体もそうであるが，それを運転する人力も欠かすことができない要素である。また，万一，電源系統が停電など発生した場合にも，プラントに影響がでないような異常処理を考慮したシステムエンジニアリングが必要でかつ重要である。本技術報告書は，上下水道施設において信頼性向上のために電気設備の維持管理，施設・設備更新時の信頼性確保，コンピュータへのウィルス対策ソフトおよび異常処理を考慮したプラント制御技術などについて全国の自治体へアンケート調査を行い，委員会で独自の重み付けを行った信頼性レーダーチャートグラフを作成し，信頼性の見える化を実現した。見える化により強化すべき点が明確になることで施設の信頼性向上につなげられる資料として本技術報告書を活用していただけると幸いである。

要約(英語): The water and sewerage facilities are the critical lifeline indispensable for continuation of the civil life. It is mandatory for the water supply facilities to ensure stable operation of the water treatment plant and stable supply from the water supply station and for the sewerage facilities to ensure stable operation of the treatment plant and pumping station. To achieve such stable operation, highly-reliable equipment of the electric and mechanical systems is naturally essential, and manpower to operate above equipment is essential as well. Also necessary and critical is the system engineering that incorporates troubleshooting to protect the plant from adverse effects in case of the failure of the power system. This technology report includes the questionnaire directed to the local authorities throughout the country concerning the maintenance of electric equipment, securing of the reliability during renewal of facilities and equipment, installation of the antivirus software in the computer, and the plant control technologies incorporating troubleshooting, which are intended for improvement of the reliability of water and sewerage facilities. Then, the reliability radar chart was prepared by weighing the questionnaire results independently by the committee, achieving visualization of the reliability. It is hoped that this technology report is used as reference data for achieving the reliability of facilities because the report may help identifying aspects to be reinforced after visualization.
