要約(英語):In Japan, water and wastewater utilities are facing various challenges, including a declining workforce, shortages of skilled engineers, aging infrastructure, and increasingly severe natural disasters. Under these circumstances, Digital Transformation (DX), which leverages data and digital technologies to improve operational efficiency and enhance maintenance management, has become increasingly important. This report investigates the current status, challenges, and future prospects of DX in water and wastewater facilities through literature surveys, reviews of domestic and international case studies, and a nationwide questionnaire survey targeting water and wastewater utilities. The results indicate that initiatives utilizing Artificial Intelligence (AI), the Internet of Things (IoT), and cloud-based services for remote monitoring, equipment diagnostics, and maintenance support are steadily progressing. However, several challenges remain, including difficulties in evaluating cost effectiveness, shortages of human resources, and insufficient data utilization platforms and organizational frameworks for promoting DX. Furthermore, differences in DX implementation were observed depending on the size of the utility, while strong demand was identified for advanced asset management and predictive maintenance technologies. To accelerate DX in the future, it is essential to establish data utilization infrastructures, develop human resources, and strengthen cross-organizational management frameworks. The effective utilization of AI, IoT, and other digital technologies will also play a key role in achieving sustainable utility management. It is hoped that this report will serve as a useful reference for organizations seeking to introduce and utilize DX technologies in water and wastewater facilities.
